Allowing
on Ordinance No. 2 of 1872 entitled
"An Ordinance enacted by the Governor of Hong Kong, with the Advice of the Legislative Council thereof to
prevent certain Nuisances"
This Ordinance was passed with the object of abating certain harassing and annoying nuisances very prevalent in the City of Victoria, which were left unprovided for by Ordinance No. 14 of 1841 and Ordinance No. 12 of 1856.
Subsection (a) of Section I is pointed at the wheelbarrows with solid wooden wheels, which the Chinese employ. When used
